Approve exact terms

/api/v1/owner/runs/{id}/approvePOST
Requires an exact-mode prepared transaction and a fresh approval stop. Validates proposal expiry and current revision. An approval cannot bypass refusal or the fresh evaluation required after clarification.
Examples are synthetic and illustrate response shape; IDs, signatures, and credentials are not usable authority.
